Overview
A second mainline will be added parallel to the existing mainline between Rollins and East Portal on the Moffat Tunnel Sub.
Purpose
Allow multiple westbounds to "queue up" in line between Rollins and East Portal while waiting for eastbound coming out of the tunnel. This would allow trains to more quickly move west through the tunnel as it vented.
